To create vibrant, welcoming and sustainable campuses, development needs to be carefully planned and curated. The Masterplan provides a unique 20-year vision and framework for the physical development of each Monash University campus, and ensures the University is creating the highest quality environments to support and stimulate education and research, and increase connectivity with the broader community.
The Masterplan assists the University in the planning, design and physical development of its campuses towards achieving long term goals. Students, staff, visitors and surrounding communities benefit from the high quality environments facilitated by the Masterplan.
The Masterplan consultation process included engagement with all Monash students and staff via an open survey which allowed users to leave comprehensive qualitative feedback. A number of forums were also held for student and staff representatives. The consultation process included conversations with a number of external organisations including local councils, state planning and transport authorities and neighbouring organisations; to provide a broader context to issues such as transport links, planning controls and heritage.
To ensure our Masterplan remains relevant, the University is committed to updating them every five years. The Caulfield and Clayton Campus Masterplan Updates (2017-2030) follow a successful initial implementation period of our 2011 Masterplans and recognises the significant physical changes that have occurred on and around the campuses, including changes to pedagogy, organisational thinking and future growth.
In consideration of projected student population growth and the physical limitations of each campus, the Masterplan seeks to optimise existing campus landholdings with built form height and density complementary to campus surrounds and relevant planning controls. The Masterplan includes strategies to ensure the provision of high-quality public realm spaces to deliver safe and engaging campus environments.
Caulfield, Clayton and Peninsula campuses are zoned Public Use Zone 2 (PUZ2) which recognises use for educational purposes. The PUZ2 zoning also means that planning permits are not required, providing the land is used and developed for educational purposes. Parts of these campuses, however are affected by planning overlays, which require permits and approvals from the respective Councils. Parkville campus is located in a Commercial 1 Zone (C1Z) and is also affected by planning overlays, requiring permits and approvals from the City of Melbourne.
The Masterplan is a flexible document that provides a strategic framework for campus development over the next 20 years - it is not a detailed delivery plan. The timing of campus development is contingent on numerous factors - both internal and external to the University. Implementation of some strategies are underway while others will take longer to realise.
